ADLA
has joined with grassroots coalition Defend Arizona's Democracy
to defeat Props 101 and 104 in the November 2004 election.
If passed, these measures would undermine our citizens'
initiative process.
Many of us volunteered
on the grassroots citizens' initiative campaigns that ultimately
banned trapping and cockfighting in Arizona. We believed
that our state would be a better place without these barbaric
activities, and the public overwhelmingly agreed.
The
legislature, however, is determined to undermine our initiative
process. Four years ago, trophy hunters and trappers convinced
the state legislature to place on the ballot the wildlife
supermajority referendum, which would have required a two-thirds
majority on any initiative affecting wildlife. Despite deceptive
ad campaigns that outspent the opposition by a 7-to-1 margin,
the public soundly rejected the measure. The landslide defeat
indicated how firmly the public values its right to pass
laws through ballot initiatives.
Now
in 2004, we again are fighting to preserve voters' rights.
Your "NO" vote is important now to stop
Props 101 and 104.
Propositions
101 and 104 in the November election represent a concerted
effort to erode the public initiative process in Arizona.
If Props 101 and 104 had been in place at the time, the
initiatives banning trapping and cockfighting would likely
have failed.

Prop 101 requires any voter-approved measure that
expends state funds to provide its own special funding source
(tax or fee). Lawmakers blame voters for Arizona's budget
disaster, despite their multi-million dollar tax breaks
to dog tracks, the stadium tax and alternative-fuel debacle.
Their solution is to dismantle the public's constitutional
rights. This proposed measure is a blatant power grab by
legislators who don't like the decisions made by voters.

Prop 104 requires initiative signatures to be filed
seven months before the general election (currently it is
four months). This measure helps wealthy special-interest
groups and hurts grassroots organizations that are dependant
on volunteer signature gatherers. Prop 104 would eliminate
the three months when most signatures are gathered, replacing
them with a useless three months before the election.
